Just spoke to Elpis in Second Life. Turns out, the new forum is the forumandco.com site. She thought that the old forum at createforum.net had been deleted, and did not know that other people were still posting to it. She is going to reach out to the people posting at createforum and notify them that the forum has moved, and will be shutting down the createforum site.

There are some technical difficulties with rel.to on the new site, and so the domain is going to appear to be parked for the moment. Hopefully this will be resolved tomorrow.

AlI can suggest at the moment is to try refreshing the site (hold your SHIFT key and click on the reload/refresh button in your web browser). If you see a placeholder page instead of rel.to, wait a few minutes and refresh the page again. Please let me know the results.
I saw the site working, changed my background color preference, and the site disappeared and I was given a placeholder page. I refreshed the page a few times, and after about 1 minute, the site began working again. I do not know why.
If the placeholder page comes and goes for other people, I would like to know.

Strange thing is that I get the Rel.to favicon on the browser Tab. I can't really think of why this should behvae like this. Maybe problems with DNS stuff
I can't get to Rel.to either. I tried deleting temp internet files and cookies and refreshing as described above, and still no luck.
I've done some tests and I can see that sometimes rel.to is offline for minutes at a time, and other times, it is offline for just a few seconds and then is back. In one test, I loaded the site 4 times stretched over the course of 1 minute, and the site loaded correctly on the 1st and 4th tries, but I got a placeholder on the 2nd and 3rd tries.
When the placeholder page shows up, it looks like the following link, except that as Leo stated, the .ICO file for rel.to appears in the address bar. http://searchportal.information.com/?a_id=47368&domainname=rel.to
I checked the logs, and on the attempts to load the site that show a placeholder page instead, the attempt to load the site never appears in the site logs. Only the successful attempts are being logged. Also, there are no errors in the error log.
I have communicated everything above to Sophia, and I am grateful to her for being so patient with the questions I've asked of her thus far and all of the support she's already given to me.... I'll let everyone know when I know more myself.
The mystery is solved. However, rel.to may be sporadically difficult to reach for 2-3 days although I've already applied a "fix", due to how things on the internet just work (or in this case, don't just work). As Leo guessed, it is a domain name service (DNS) conflict.

By the way, there used to be a thread about the guild hall at Uru Obsession - jefftom started a discussion there after I posted the first set of pictures of the Guild Hall during Mysterium '09. It took a while but I found the thread: http://uruobsession.com/forum/index.php/topic/35244-guild-hall/ Sadly, there are two problems - first, the thread is displaying horribly wrong on Firefox 3.6 so I cannot recommend it for use with rel.to, and second, the real jewel of the discussion was Christian's picture or pictures of the Guild Hall on Google Picasa, and the link to that doesn't work anymore.

As far as I am aware, that is Zrax's website; Zrax is the author of the useful PlasmaShop tool. I don't know why the site is so out of date. That is an interesting question. I think most people would prefer a link to the last (relevant) archived version of the site. But in some cases, these archive links are useful in seeing how sites have changed over time. Many of the links in the list were contributed by Gorobay, with the "*" indicating to link to the Wayback Machine's index, which (to me) suggests he thinks the indexes should be linked. Gorobay, what do you think? And what do others think?
I used the * format to make it easier for the database-maker. It would be more useful to have a link to the most recent relevant version. If there are two significantly different useful versions of a site, I would add either the single * index, or both pages under different keywords.
